I got the information from ATT Access website, I may be misunderstanding it but from what I am thinking only california resident with SSI are elligible for ATT access program. I have Uverse right now so I know Its availible in my area, I curious because It would be a tremendous help if I didn't have to pay $50 a month for internet.
