Was doing the mount farm the other day and was going crazy wondering why the final step wasn't showing up. Turns out it was the Nightmare whistle that dropped instead of the Bowl of Embers one. There's usually one a day during prime time hours. Other DCs, you either wait or you can try the unsynced run on Party Finder method. There are a lot of people who either don't have Nier unlocked, are queueing into Alliance on an under-80 class, or specifically ....
